The Pilot 2 is Embedding Finance Services in a Personalized Citizen Wallet

This is the Pilot 2 – FAME FreCo Assistance Legal Contingency:

Since 2019 the City of Athens (DAEM) and its technology partner NOVO have re-branded the popular smart parking app of the city (myAthensPass). The new app enables drivers to buy parking time quickly, easily and conveniently. It also enables motorists to find their exact location, to select their desired parking duration, to extend their parking time remotely, to access information about how much they need to pay, and to parking time in advance. Relevant payment transactions can be carried out via NOVO’s app, which serves as a mini citizen wallet. DAEM is also collecting large amounts of data about citizens’ parking activity, including their payments. DAEM and NOVO are interested in using the collected data for offering more citizen-centred financial services and for extending the paradigm in additional services (e.g., transport, medical needs).

This is the Pilot 2 – FAME FReCo Assistance Guidance:

1) Type of Data: This pilot includes telematic data from OASA (Athens Urban Transport Organisation), covering bus routes, bus stops, stops times, and historical transit patterns. Additionally, it includes parking transaction data and parking behaviour, such as usage trends and frequency,

2) Data Subjects/Owner of the data: The data is owned by OASA, while parking behaviour data pertains to individual users who park their behicles.

3) Purpose: The data is used to improve urban transport efficiency, optimize route scheduling, and enhance parking management. It also aims to support ticket purchases and enables better control and allocation of parking spaces.

4) Legal Obligations: Given that the data is owned by Athens Urban Transport Organisation (OASA) and may involve public entities, additional regulations beyond GDPR may apply, The Open Data Directive mandates the release of high-value datasets for public access, potentially requiring certain transport-related datasets to be made openly available. The Data Governance Act (DGA) may impose rules ensuring transparent and fair access to data, particularly if a platform acts as an intermediary. Furthermore, domain-specific regulations, such as the EU Intelligent transport Systems (ITS) Directive, may apply to ensure interoperability and accessibility of transport data within the European Union.

5) This analysis has been conducted based on the work completed in D6.4, and the FAME FReCo Assistance Tool has been used for each pilot.
